Not even sure it reached low budget, made-for-tv, movie status. Half the acting was somewhat ok. Most of the action was so-so, the only decent parts performed by "Tuck". Special Effects were not so special. However, it was not boring & quite fun, so long as you watched it without critically comparing it to high budget flicks and even more watchable than some.
